曹炯芳承认：“作出一些决策，有主观盲动性，是一种官僚主义的决策……这个与中央的要求、与省委的要求是相违背的。”曹炯芳的滥权妄为，致使湘潭违规新增举债435亿元，财政不堪重负，形成33个烂尾工程，造成恶劣社会影响和重大经济损失。“这是权力的滥用和私用，造成了今天的结局，这确实是难辞其咎的，”曹炯芳忏悔。
